The cheapest option (free) is taking out the rear spring isolators. Can't guarantee that it will be enough/be too much though. Its real easy assuming your rear control arm bolts aren't seized in their bores.
Really the only way you can really get the car to sit exactly how you want it to is a set of decent adjustable coilovers. |

I, too, have long hated that the gap above my rear tires is bigger than in front - especially since switching to 16"s. Curious to see what solution you discover.
